Revised University Procurement Policy and Procedures (Sep 2021)

Dear colleagues,

Revised University Procurement Policy (“UPP”) and Detailed Ordering and Tendering  Procedures (“DOTP”)

To keep pace with the University development and by referring to the practice of other tertiary institutions, the UPP has been revised to further enhance the operational efficiency due to growth in operation scale while maintaining adequate internal control.  The revision of the UPP has been approved by the respective approval authority.

2. The DOTP is also updated to align with the revisions to the UPP.  The updates take into consideration the common practice and guidelines of the Government with further enhancement and elaboration on procurement process and workflow. The revision of the DOTP has also been approved in August 2021.

3. The revised UPP and DOTP shall take effect from 1 September 2021. Please refer to the latest version of UPP, DOTP, and the updated procurement forms which are available at the webpage of the Finance Office:
